It will involve upgrade to water pumps and the creation of retention ponds.
Some aspects of the plan are already in operation.
Minister of Works and Transport, Rohan Sinanan, speaking at the Standing Finance Committee on Monday, said under the programme suggestions put forward in the past to address flooding will be incorporated.
