Prisons Commissioner Deopersad Ramoutar said with reference to the violent incident at the Port of Spain Prison it was the first time he was hearing of injuries with the severity described by Gordon.
He said his information is based on other officers who were there, however he is yet to receive a formal report.
The Commissioner revealed that he referred to the incident as a fracas because it was based on the little information that was available at the time.
However he said that he still at this time would not describe what happened as a riot.
He accused the Gordon and the Prison Officers Association of using adversarial techniques in their dealings.
