Security expert and former executive director of the National Operations Centre, Garvin Heerah believes that the national security infrastructure needs to instill confidence in the population of Trinidad and Tobago.
He was commenting on recent changes made to the Strategic Security Agency.
Ambassador Brigadier General Phillips- Spencer was appointed Acting Head of the Strategic Security Agency.
The Office of the Prime Minister said the move was done on the instruction of the Prime Minister.
Heerah noted the need for a fully functional and corruption free intelligence framework.
