Kiethroy Halliday has been appointed Chief Executive Officer of the Water and Sewerage Authority’s Board of Commissioners.
Mr Halliday is the former General Manager of the Barbados Water Authority, a position he held for the past seven years, during which he played a pivotal role in transforming that organisation.
He will assume office on November 1, and will lead a restructured nine-member leadership team at the Authority.
The other members of WASA’s new leadership team will be announced early in the coming week.
During his tenure, Mr Halliday advanced the BWA’s finances to a zero-budget entity for the past four years, during which the organisation has been able to cover all its operational expenses, and external funding is now only required for the more significant national priority capital expenditure needs.
He is also credited with successfully managing the BWA through a national crisis where the sewerage collection system was compromised along one of the major road arteries, posing health threats and negatively impacting the business and tourism sectors.
Mr Halliday also led the BWA to becoming one of the first regional organisations to secure significant grant funding from the Green Climate Fund through the Caricom Community Climate Change Centre to assist with resiliency and mitigation programs.
He spent a decade in Trinidad and Tobago as General Manager in the telecommunications retail industry.
He is a Doctoral Student at the Arthur Lok Jack Graduate School of Business, in the Doctor of Business Administration program, with emphasis on Intelligent Water Systems.
He holds an MBA and Post Graduate Diploma & Certificate in Business from the Heriot Watt University, Edinburg, Scotland; and has been a Research Associate in the Department of Civil and Environmental Engineering at the University of South Florida since 2018.
