Former Minister in the Ministry of Finance Conrad Enil says that any Finance Minister must manage the country’s expenditure profile, while maximising opportunities for revenue generation, against the backdrop of fluctuating costs nationally and personally for citizens. He said the Minister can either manage expenditure by cutting costs or differing costs nationally.
